Riding a bike in Da Lat legally: the licence question, settled

Renting a scooter in Da Lat takes five minutes and no one asks for a licence. The police do, and since January 2025 the fines are no longer symbolic: riding without a valid licence costs 2 to 4 million dong — more than a month of renting the bike. The catch is that not every international permit counts here.

Vienna yes, Geneva no Vietnam has been a party to the 1968 Vienna Convention on Road Traffic since 2015 and recognises international permits issued under it, together with your national licence. The 1949 Geneva permit — the version issued in the United States, the United Kingdom, Canada and Australia — is not recognised by Vietnamese law. Russian international permits are the Vienna kind.

It is not only about money For the serious ones — alcohol, drugs, dangerous riding — the licence is suspended for 10 to 24 months. And separately: travel insurance usually refuses a claim for an injury sustained while riding without a valid licence. In a city whose nearest international-standard hospital is in Nha Trang, that costs more than any fine.

What the rental shop asks

Almost nothing — which does not mean you are cleared to ride. The shop risks a bike; you risk the fine and the licence.

Fines come from government decree 168/2024/ND-CP, in force since 1 January 2025. Recognition of international permits follows the 1968 Vienna Convention on Road Traffic, which Vietnam joined in 2015. Checked on 8 August 2026. The amounts are ranges, as in the decree: the officer sets the exact figure.
